Mostafa, a U.S. citizen, is a major leader who has issued orders to terrorist acts in Africa, according to a notice posted by the Rewards for Justice Program of the United States Department of State on Sunday.

Part of the notification stated, "He leads AS activities, trains recruits, and directs terrorist strikes in Somalia and East Africa."

The 41-year-old, who is also on the FBI's Most Wanted Terrorist list, is a college graduate who moved from San Diego, California, to Somalia in 2005, according to the US government.

Before joining Al-Shabaab in 2008, he was thought to have participated in attacks against Ethiopian forces.

"Mostafa has served as a military instructor at al-training Shabaab's camps, leading foreign fighters, operating in the group's media wing, acting as an intermediary between al-Shabaab and other terrorist organizations, and leading the group's use of explosives in terrorist attacks" according to the US State Department Rewards for Justice.

Mostafa continues to play a key role in planning operations in Somalia and East Africa against the Somali government and internationally supported African Union soldiers.

"Mostafa continues to represent a direct threat to US soldiers, citizens, and interests,” the state department stated.

According to the State Department, Mostafa was charged with charges of conspiring to offer material support to al-Shabaab, giving material and supporting al-Shabaab on October 9, 2009.

Mostafa was charged with terrorism-related offenses in a superseding indictment unsealed in federal court in the United States on December 2, 2019.
